Canadian provincial capital adds automated services, saves money with cloud solution

The City of Regina, Saskatchewan, faced an outdated IT environment and a goal to modernize services to match larger cities while supporting Open Government initiatives. With 2,700 employees and a growing demand for online access to public records and utility information, the city needed a secure, scalable way to provide single sign-on, citizen self-service and more efficient internal collaboration.

Regina built an Azure-hosted portal using CKAN for open data and MyAccount identity management, and moved staff productivity tools to Office 365 (Skype for Business, OneDrive, SharePoint). The cloud solution cut upfront licensing costs by over $40,000, saved $360 per month on hosting, drove nearly 10% of account holders to e-billing in year one, eliminated on‑prem hardware, reduced paper costs and boosted staff productivity—enabling easier scaling and new citizen services.
