Chelmsford Borough Council Utilise the ‘generating Change Through People’ Service to Improve Staff Awareness of Data Risks in Just Five Days

Chelmsford City Council partnered with MetaCompliance to tackle low day‑to‑day staff awareness of information risks and progress toward Level 5 of the HMG IA Maturity Model. MetaCompliance delivered its "Generating Change Through People" service, using its Enforcement automation and MetaCompliance e‑learning to provide consistent policy communication and a structured behaviour‑change programme during an Information Awareness Week.

MetaCompliance worked with the council to run a week of themed events, desktop communications, incentives and automated policy distribution, backed by senior buy‑in. The initiative drove strong, measurable engagement: 93% of staff completed the MetaCompliance e‑learning that week (achieving “Silver” status), 38% attended three or more events, the intranet page recorded 1,500+ views pre‑week, and feedback showed over 98% overall satisfaction (five events 100% satisfied; ~80% of events >87% satisfaction). Chelmsford is now integrating MetaCompliance MyCompliance and MetaLearning to sustain and build on these results.
