The Department of Health and Human Services (HHS) faced a fragmented cybersecurity environment, with each operating division (OPDIV) using its own siloed tools and processes. This made it difficult to centrally coordinate incident data, share threat intelligence, and manage rising costs from overlapping security infrastructures. HHS partnered with Merlin International to address these challenges through its Computer Security Incident Response Center (CSIRC) initiative.

Merlin International implemented a centralized cybersecurity clearinghouse for HHS, integrating diverse security technologies into a unified CSIRC solution for monitoring, incident analysis, and response. The result was Department-wide standardization, 24x7x365 security operations support, and an enterprise-wide view of cyber risk across more than 400,000 endpoints. The CSIRC now processes about 10 billion logs per week and handles billions of correlated alerts, enabling faster threat detection, reduced time to insight, and more efficient use of taxpayer resources.
