80% decrease in tender lead times by switching to a dynamic purchasing system

The Directorate-General for Informatics (DIGIT) of the European Commission needed a flexible procurement method to access the rapidly-evolving cloud services market. Their previous, paper-based tender process was slow and could not accommodate new providers, who could only participate through resellers at a higher cost. To address this, they partnered with vendor Mercell to implement a Dynamic Purchasing System (DPS).

Mercell provided a fully electronic DPS platform, which allowed new cloud service providers to join at any time and participate directly. This solution dramatically improved the procurement process, leading to an 80% decrease in tender lead times. The time from identifying a need to signing a contract was reduced from an average of one year to just two to three months, while also increasing competition, transparency, and the quality of the offers received.
