Rijkswaterstaat Automates Citizen and Partner Case Management

Rijkswaterstaat, the Dutch government agency responsible for roads, water and flood protection, set out to make its services more transparent, timely and affordable by rethinking automation as an organizational change rather than a purely technical task. The challenge was to define a manageable method that increased flexibility and quality while bringing business and IT into close alignment across the whole organization.

Rijkswaterstaat used enterprise engineering (DEMO) to create essential process models, then built rapid prototypes with Mendix on Pivotal Cloud Foundry, backed by micro‑services, an internal app store and integrations with SAS, SharePoint and SAP. Working in small multidisciplinary teams produced SAM, an intelligent case-management system, and 15 apps in 18 months — delivering faster, higher‑quality services, stronger business–IT involvement, lower costs through enterprise licensing, improved availability and manageability, and a shift toward a data‑driven organization.
