NEA, the Dutch Emissions Authority, needed a better way to manage complex and constantly changing environmental compliance processes, including permit applications, CO2 allowance trading, emissions registration, and reporting under EU ETS. Using the Mendix low-code platform, NEA moved away from spreadsheets, manual workflows, and legacy tools to improve efficiency, reduce errors, and support growing regulatory demands.

With Mendix, NEA built business-critical applications such as the Energy for Transport Registry, the Emission Trade Portal, and the CO2 Tax Register. The new solutions streamlined registrations and reporting, automated approvals and notifications, improved data quality and traceability, and enabled fast delivery—one application was built in just four months by two developers. NEA also reported strong user satisfaction, including ratings of 7.5/10 from contact persons and 8.1/10 from annual report verifiers, and achieved 100% compliance in March 2023.
