Municipality Transforms City Services to Fulfill Sheikh’s Lofty Ambitions

Dubai Municipality, the city government organization responsible for millions of residents and hundreds of services, faced a government mandate under Vision 2021 and the Dubai Paperless Strategy to eliminate all paper-based transactions and modernize decades-old systems across 36 departments by 2021. The challenge was to digitize internal and citizen-facing workflows quickly, regain stakeholder trust after slow legacy projects, and consolidate fragmented services for a growing smart-city agenda.

Partnering with RapidData and using the Mendix low-code platform, the team built Smart Office, the DM Fees payment portal, and a single municipal services portal to centralize and automate workflows. In rapid sprints they digitized some 250 paper services in three months, deployed high‑volume apps used by 13,000 employees, cut an estimated 4 million sheets of paper a year, achieved over 1.5 million page views per month, and more than halved internal manual services—putting them on track to meet the Vision 2021 deadline.
