MassHousing, the state housing finance agency responsible for overseeing Chapter 40B affordable housing permits, faced a fragmented, data-heavy process built from eight legacy systems, custom .NET apps and spreadsheets. With more than 800 data elements to track, staff struggled to answer queries, produce compliance reports and manage end-to-end workflows — a full rewrite using their existing approach was estimated to take about 18 months.
