The City of Rochester, a public-sector organization serving nearly 200,000 residents, needed a better way to modernize software delivery and reduce reliance on manual, paper-based processes. Its in-house development efforts were creating a backlog and lacked oversight, while previous tools like Power Apps and borrowed systems could not support the city’s growing digital needs, especially for Crisis Intervention Services. Mendix was selected as the low-code platform to help address these challenges.

Using Mendix, the City of Rochester built its DHRS Case Management app in nine months with support from Mendix Expert Services and an agile approach. The solution now supports about 40 users, integrates with other systems, and improves data capture, reporting, privacy, and daily crisis-work workflows. The result has been better collaboration, a more maintainable development process, and a scalable foundation for future city applications, with Mendix enabling the city to standardize development and plan for long-term use.
