The City of Hutto, Texas — a small municipality of under 20,000 residents with fewer than 90 employees — faced a procurement challenge: a one-person purchasing function and inadequate financial software left vendor management manual, time-consuming, and prone to constant vendor inquiries. Purchasing manager Randy Barker needed a way to centralize vendor outreach and simplify solicitation distribution so staff could focus on other priorities.
In 2011 Hutto joined the Texas Purchasing Group powered by SourceSuite, giving the city centralized online vendor registration, tracking and automated bid distribution. The new system cut posting time to minutes while instantly notifying hundreds of vendors (one RFQ reached 200 vendors and got 30 downloads the same day), improved document tracking and professionalism, eliminated award challenges, and freed staff to adopt more e-procurement features like electronic bid receipt and streamlined quotes.
