MarkLogic Provides Access to Healthcare Insurance for Millions of Americans

The U.S. Department of Health and Human Services’ Centers for Medicare & Medicaid Services (CMS) needed to build Healthcare.gov to enroll millions under the Affordable Care Act, but faced a compressed timeline, stringent federal security and transactional requirements, constantly changing and undefined data specifications, and integration of many state, provider and federal data sources. CMS required a platform that could scale rapidly on commodity hardware and handle heterogeneous, evolving data without slowing delivery.

CMS selected the MarkLogic Enterprise NoSQL database for its schema‑agnostic model, ACID transactions, and enterprise-grade security and high availability. MarkLogic enabled an 18‑month delivery, ingested diverse data “as‑is,” and supported more than eight million applications — handling 5,500+ back-end transactions per second, 160,000 concurrent users, >99.9% availability, and sub‑0.1s response times for over 99.99% of queries while maintaining data integrity and disaster recovery.
