Delivering Data Transparency to Better Serve Millions of Californians

MarkLogic partnered with California Health & Human Services (CHHS)—including the Department of Managed Health Care (DMHC) and the Office of Statewide Health Planning and Development (OSHPD)—to tackle entrenched data silos that hampered service delivery for millions of Californians. Agencies faced fragmented, multi-format data (SQL, JSON, PDFs, spreadsheets, Word and other unstructured records) that made it difficult to get a client-centric, 360-degree view needed for policy, financial oversight and public transparency.

By deploying MarkLogic’s Operational Data Hub and an Office of Financial Review dashboard, CHHS ingested and indexed millions of documents (including over 2 million JSON files, 10,500 PDFs, 800 spreadsheets and 500 Word docs) and published 300+ open datasets. The solution delivered real-time, holistic views of plans and facilities, faster analyst throughput, improved data quality and accuracy, a single source of truth, and a public Open Data Portal to increase transparency and inform decision-making.
