How Lugano built a digital government platform with Magnolia

The City of Lugano, a Swiss municipality of about 63,000 residents, needed to modernize its web presence and digital services to better serve citizens and visitors. The challenge was to replace a hard-to-use CMS with a scalable, multilingual platform that supported easier content management, third‑party integrations and richer citizen interaction as part of a long‑term digital strategy.

Working with Tinext, Lugano migrated its sites to Magnolia (culminating in a 2014 move to Magnolia 5.3), moving roughly 100,000 pages, rebuilding the main site and adopting responsive templates. The result is an integrated digital government platform with personalization and integrations (SAP, Lotus and others) that lets citizens access documents, pay bills, buy event subscriptions and travel flexicards, view parking availability and manage content more efficiently.
