Durham County Council Solves Challenges in Social Care

Durham County Council, the largest council in North East England responsible for services to over 513,000 people, faced severe staffing shortages across its 96 older people care homes during the COVID‑19 pandemic. Seeking greater visibility and control of its agency supply chain, the council commissioned Magnit (via the NEPO508 Temporary Agency Framework) to provide an MSP/SHIFT solution, including a carers and nursing pool managed through Magnit Shift.

Magnit worked with the council’s existing agency panel and new suppliers to create a 24/7 on‑call rota, supported by its MSP team and a dedicated lead, and managed candidate compliance (DBS, right to work and training) via Magnit Shift. The programme delivered measurable impact: 100% vacancy fill rate, 100% candidate compliance, 24/7 support, 38 critical social care positions filled, improved visibility of temporary workforce deployment and costs, and an extended engagement running intermittently from November 2020 to March 2022.
