UK Ministry of Defence Completes Projects Within Time and Cost Budgets Set With Risk Analysis Forecasts

The UK Ministry of Defence (MoD) faced a significant challenge with too many of its major equipment procurement projects running over budget and behind schedule. The root cause was identified as over-optimistic risk analysis forecasts during project approvals. To address this, the MoD sought to improve its risk management capability and partnered with Lumivero, utilizing its @RISK software for Monte Carlo analysis.

Lumivero's solution was the implementation of a Project Risk Maturity Model (RMM) to work alongside the @RISK tool, providing assurance that the input data and modelling processes were robust. This combined approach led to a marked improvement in project outcomes. The MoD mandated that projects achieve a minimum RMM level before approval. As a result, the Ministry of Defence saw a significant increase in the number of projects delivered within their approved time schedules and budgets, a success documented in subsequent government audit reports.
