The Civil Service Commission in Israel, which manages human resources for the national civil service, sought to develop a Senior Leadership Programme. Their challenge was to support leaders in implementing high-performance strategies while adhering to core values, requiring a tool for personality assessment and 360 feedback. They partnered with vendor Lumina Learning to address this need.

Lumina Learning implemented a multi-layered solution using their Lumina Spark, Lumina Leader 360, and Lumina Team tools. This provided a common language for leaders, raised self-awareness, and improved team dynamics. The results were so impactful that the Lumina Learning tools were extended to four additional annual leadership processes within the government, with hundreds of officials having already gone through the programme and thousands more expected to participate.
