Developing a senior leadership programme with 360 feedback for The Civil Service Commission

Lumina Learning worked with The Civil Service Commission, the HQ unit responsible for Human Resources and organisational capability across Israel’s Civil Service, to support its Senior Leadership Programme. The commission needed a personality assessment and 360 feedback process that would help senior leaders identify and sustain high-performance strategies while aligning with expected values, and Lumina Learning was challenged to demonstrate the value of a behavioural approach to leadership.

Lumina Learning implemented a combined solution of Lumina Spark one-to-one feedback, Lumina Leader 360 feedback, and a Lumina Team session. The programme created a shared language for leadership across the Civil Service, helped participants gain personal and professional value, and enabled the client to assess leadership culture, strengths, weaknesses, and overextension. The impact was strong enough that Lumina Leader 360 became the new standard for leadership appraisal in government offices, with the tools extended to four additional annual leadership processes and adoption by senior leaders in their own departments.
