Resources for the Future (RFF) needed to forecast how economic and environmental regulations—like emissions permit trading or a carbon tax—would affect the U.S. electricity sector amid changing fuel prices and new generation and pollution-control technologies. To build their Haiku electricity market model, RFF chose Analytica from Lumina Decision Systems for its collaborative interface and uncertainty-analysis tools.

Using Lumina Decision Systems’ Analytica, RFF implemented the Haiku model to simulate 13 U.S. regions, multi‑period dispatch and investment decisions, interregional trading, and emissions (NOx, SO2, CO2, mercury). The model produces forecasts of demand, prices, generation by fuel and plant type, and emissions; its results have underpinned more than a dozen articles, publications, and government reports, helping policymakers evaluate emissions trading, caps, and other regulatory scenarios.
