Navigant Consulting needed a rigorous, transparent way to help its client Tucson Electric Power (TEP) meet Arizona’s Renewable Portfolio Standard requiring 15% renewable generation by 2025, including distributed generation targets. To build the RE‑Sim™ renewable energy market simulator and provide scenario-ready forecasts (technology contributions, cost per kWh, compliance progress, and incentive impacts), Navigant used Analytica from Lumina Decision Systems to model competing technologies, policy options, and adoption dynamics.
Using Lumina Decision Systems’ Analytica, Navigant delivered a flexible RE‑Sim model with a graphical interface that let TEP run scenarios, estimate costs of compliance, track Renewable Energy Credits, forecast incentive spending, and measure DG adoption. The Analytica platform’s Intelligent Array approach reduced development time and cost (often by a factor of two to three), produced actionable outputs for Arizona Corporation Commission filings, and gave TEP clear, measurable metrics—annual utility costs, REC accounting, incentive impacts, and cost-per-kWh estimates—supporting robust procurement and DG incentive strategies.
