The Municipal Association of Victoria worked with Lumi to modernize its State Council meetings, where councillors from 79 councils debate and vote on 50 to 100 motions at a time. The association had relied on show-of-hands voting, which was time-consuming, sometimes inaccurate for weighted votes, and could lead to repeated recounts and meetings that ran all day or into a second day.

Lumi implemented its connector keypad system, Viewpoint software, and Lumi Studio microphone queuing system. The voting process was reduced to a matter of seconds, results could be instantly verified and audited, and councillors could see who voted for or against motions. Lumi also helped the chair manage debate more evenly by tracking speaking queues and two-minute speaking limits.
