Puget Sound Energy (PSE), a utility serving Washington State, faced the challenge of modernizing its paper-based workflows to meet proposed PHMSA regulatory changes for gas asset traceability. Their existing processes caused significant delays, taking up to 120 days for GIS updates, and relied on error-prone methods for locating buried assets. To address this, PSE partnered with vendor Locusview to implement its Digital Construction Management (DCM) platform.

The Locusview solution enabled PSE to digitally capture high-accuracy GPS locations and have field crews enter data in real-time via mobile devices. This dramatically reduced the time for GIS updates from 120 days to within 24 hours of job completion. The data correction request rate plummeted from 42% to just 1.5%, and job packet processing time decreased from over 30 days to just three. Locusview provided PSE with greater confidence in the accuracy and traceability of its gas asset records, forming a new foundation for safety and compliance.
