Southern California public works department optimizes the management of water quality, permits, incidents, and inspections with Locus software

Southern California Public Power Authority, serving about 130,000 residents in a mountainous Southern California region, needed to modernize water-quality and compliance workflows threatened by drought, urban runoff, and growing incident reports. The lean Environmental Division was burdened by an unsupported Microsoft Access database, paper field forms, scattered incident records, and slow manual reporting, so after an RFP they selected Locus Technologies to provide a cloud-based environmental information management and EHS compliance solution.

Locus Technologies implemented a mobile-enabled, centralized platform (pilot in 2022, full roll-out in 2023) that replaced paper and Access workflows with on-site data capture, photo attachments, automated data validation, tasking and calendaring, GIS visualization, and customizable regulator-ready reports. The Locus system consolidated permits, incidents, sampling and monitoring data, automated sampling reminders and corrective-action tracking, and made all activity auditable—streamlining inspections and reporting and enabling the team to produce daily, monthly, and annual reports quickly.
