The Câmara Municipal de Aveiro engaged LOAD to help identify the optimal approach for implementing a multifunctional citizen card system. The challenge was to consolidate key municipal data and services, such as parking, transportation, and school schedules, into a centralized system to improve overall efficiency for the city's residents.

LOAD conducted extensive stakeholder interviews and user research to develop a comprehensive strategic plan. The solution implemented was the Card4All, which consists of a physical card supported by mobile and web applications. With LOAD's support, the city developed a plan to promote social inclusion, facilitate local trade, enhance urban mobility, and foster sustainable living, transforming Aveiro into a smart city.
