City of Ballarat journey’s as a learning organisation with LMS365

The City of Ballarat, a local government serving Victoria’s third-largest city with over 1,100 staff and 300 volunteers, faced a digital-transformation challenge: shifting to citizen‑centric services while meeting compliance and regulatory obligations and delivering a 70:20:10 blended learning strategy across dispersed teams. The council needed a scalable, integrated learning platform to build capability, share information and raise digital confidence without high integration costs.

In 2016–2017 Ballarat adopted Office 365 and LMS365, chosen for seamless integration with Azure AD, Outlook, SharePoint, Skype, Microsoft Video and OneDrive, to enable cloud-based, collaborative learning. By 2017 more than 500 staff completed induction and compliance eLearning—covering WHS, fraud awareness, governance, finance, Office 365 and more—marking many employees’ first experience with online learning and significantly improving workforce digital competence.
