Transport for London (TfL), a 30,000-person organisation responsible for the capital’s public transport, needed a faster, more efficient recruitment model that delivered significant cost and time savings. Head of Recruitment Operations Charlotte Johns set out to transform processes across talent acquisition, performance management and stakeholder engagement and to move TfL away from traditional agency-led hiring within a six-month timeframe.

Working with LinkedIn, TfL implemented direct sourcing, employer branding, job wrapping, dynamic career pages and targeted InMail campaigns, and moved to an “always-on” advertising approach. The results were dramatic: cost per hire fell 23% while hires per recruiter rose 37% and filling efficiency improved over 41%; LinkedIn identified candidates for 200+ roles, one month saw 60% of hires impacted by LinkedIn, and TfL saved £3 in sourcing costs for every £1 spent—now less than 5% of hiring is via agencies.
