Indiana’s State Government, which employs roughly 40,000 people across about 100 agencies, faced a slow, highly manual recruitment process and lacked an employer brand to attract candidates. The Personnel Department’s legacy system produced minimal applicants and an average time-to-hire of 74 days, creating an urgent need to increase reach and improve sourcing.
By equipping a 13-person team with LinkedIn Recruiter, building a regularly updated LinkedIn Career Page, and using LinkedIn Jobs to target talent, the State modernized sourcing and proactively engaged passive candidates. Results included a tripling of Career Page followers (13,000 to 36,000), 72% of hires coming from proactively sourced passive candidates, 82% of applicants never previously considered State roles, and a 35% reduction in time-to-hire (from 74 to 48 days).
