Attracting, Retaining, and Engaging Government Employees

The state of Nebraska faced a workforce challenge as retiring baby boomers and a smaller pool of younger workers made recruiting, retaining, and engaging talent a top priority. To close skill gaps and make state employment more competitive, Nebraska needed scalable, modern training and development options for roughly 18,000 employees statewide.

Nebraska adopted Lynda.com from LinkedIn, replacing a smaller program and expanding course access from about 300 to over 5,000 titles, and tied the platform into leadership and onboarding initiatives. The move encouraged habitual, self‑paced learning (15 minutes a day), provided reporting for administrators, and delivered measurable engagement—employees watched more than 137,000 videos last year and 97% of registrants logged in—helping speed time to productivity, support succession planning, and strengthen career development.
