The Eastern Band of Cherokee Indians (EBCI), a federally recognized tribe of 15,000 members spread across 56,000 acres and operating more than 400 programs, faced major collaboration challenges because its division offices are widely dispersed in rugged terrain and only seven deputies support the chief.
