Valorization of thousands of web content for an optimal digital presence

The Council of Europe, the continent’s leading human-rights organization representing 47 member states, faced a fragmented digital presence of about 150 disparate sites and thousands of hard-to-find public and restricted content items. Communications needed a coherent, modern web portal that supported multimedia, social interaction, mobile access and complex access rights across diverse organizational and national requirements.

After a 2010 tender the Council chose Liferay (v6.2) to consolidate and standardize its web estate; the platform now hosts 85 sites with a roadmap to migrate about 200, and publishes nearly 40,000 value‑added items from some 300 contributors. The new portal delivers a unified look and easier content management, better access control and personalization (including journalist reporting tools), plus productivity gains and mobile compatibility—driving ~22% more visits and ~15% more unique visitors per month versus 2012.
