Napoleon Fire and Rescue Supporting Cultural Change And Accountability

Napoleon Fire & Rescue, a combination department in northwestern Ohio with 10 career and 32 volunteer firefighters serving about 12,000 residents, had no written policies when Chief Clayton O’Brien took command in 2015. That gap created liability exposure, inconsistent expectations across career, part‑time and on‑call staff, and low morale. To address these issues the department adopted Lexipol’s policy platform, including Lexipol’s Ohio Fire Policy Manual.

Using Lexipol, Chief O’Brien reviewed and issued more than 150 policies from the Ohio Fire Policy Manual in six months, integrated the department’s procedures into the Lexipol system, and linked policies to operational guidelines for easy mobile access. Lexipol’s templates and cross‑referencing helped establish consistent standards, clearer training expectations and greater accountability—driving rapid cultural change, reducing legal risk and enabling the chief to implement best practices department‑wide.
