Menasha Police Department Using Policy To Achieve Operational Excellence

The Menasha Police Department, a 37‑sworn‑officer agency serving about 17,500 residents in Menasha, WI, inherited an outdated, inconsistent policy manual when Chief Tim Styka took command. Seeking WILEAG accreditation and improvements in body‑worn camera use and training on procedural justice and implicit bias, the department turned to Lexipol—having used Lexipol since 2011—to modernize and standardize its policies.

Menasha adopted Lexipol’s Wisconsin service, using the state master content, Daily Training Bulletins (DTBs), and Lexipol’s electronic workflow and release notes to customize, communicate, and maintain policy. Lexipol’s solution helped fast‑track WILEAG accreditation (about 18 months, with roughly 70–75% of needed content already in place), increased transparency and efficiency, and coincided with a drop in citizen complaints from about three per year to less than one per year (only one sustained complaint in seven years), while keeping policies aligned with evolving state guidance.
