Contra Costa County, a government entity with 28 semi-autonomous agencies, faced the challenge of a decentralized and inconsistent cybersecurity approach, leading to heightened risks and increased costs. To establish a uniform strategy, the county partnered with the vendor LevelBlue (formerly AT&T Cybersecurity) for a professional services engagement to conduct an objective assessment using the CIS18 controls framework.

LevelBlue assisted the county by performing a risk assessment against the CIS18 framework, which enabled the establishment of a security baseline and the development of a long-term strategic roadmap. This solution led to more efficient budgeting, improved collaboration across IT and business units, and the creation of a standardized security model for all county agencies to adopt, ultimately reducing risk and building cyber resilience.
