A Legal Files Software Case Study
The New Hampshire Board of Tax and Land Appeals, a quasi‑judicial state agency that hears tax and eminent domain appeals, needed to replace an aging DOS/Btrieve case management system from the early 1990s. The Board required a more flexible, supported solution that could convert existing data, improve reporting and scheduling, streamline document production, and make hearing information more accessible to the public.
In March 2003 the Board implemented Legal Files to manage cases, schedule hearings, generate documents, and customize workflows without programming. With eight users (including three staff who process an average 600–700 appeals per year), the Board gained greater efficiency, faster document production, better reporting, and a public calendar that populates the agency website—improving constituent service and supporting open‑government goals.
