Olmsted County, MN’s Community Services (OCCS) faced a sudden surge in welfare applications after the Affordable Care Act exposed the limits of its paper-based case management. Handling hundreds of thousands to millions of pages a year, the county anticipated needing 12 new full-time staff and risked lost files and inefficiency, so its LEAP (Lean Efforts and Automated Processes) initiative sought a technology-driven solution.
OCCS implemented Laserfiche ECM, scanning 15,000 case files and moving to a single-scan, digital workflow. The change increased caseworker productivity by 20%, reduced hiring needs to three instead of 12, eliminated about 125 filing cabinets, and delivered faster processing, less paper handling, and a clear return on investment.
