The Los Angeles County Sheriff's Department (LASD), the world's largest sheriff’s department serving over 3 million residents, faced a hiring bottleneck as it sought to expand response teams and prevention programs. Its longtime paper-based background “jacket” process handled roughly 2 million pages from 8,000 applicants each year, required creating about 5,000 jacket summaries (taking some 10,000 hours to type) and stretched candidate time-to-hire to six–18 months, creating inefficiencies, security and retention headaches and poor applicant engagement.
LASD implemented Laserfiche enterprise content management with Forms and Workflow to digitize applications, capture 1,600 metadata fields, automate parallel approval steps and send personalized email updates. The solution made applicant records searchable, securely archived jackets for audits, eliminated redundant tasks and shortened hiring timelines—reducing time-to-hire from as long as 18 months—while improving candidate communication, reporting baselines and overall HR efficiency.
