The City of Clearwater, FL (pop. ~110,000) oversees more than ten advisory boards but was hampered by a fully paper-based application process that produced too few applicants and under‑represented younger residents. Filling vacancies—especially on lesser-known boards—was inconsistent and time-consuming.

Using Laserfiche Forms, Clearwater launched a multi‑page online application with board-specific requirements, file uploads, save‑as‑draft, automated notifications, and organized repository workflows for approval, agenda inclusion, and archival.
