The Canadian Seed Growers Association (CSGA) certifies 16,000–18,000 seed fields a year across some 2,000 varieties and 50 species, a process that historically relied on a 109‑year‑old paper-and-postage system and 200 federal inspectors spread across the country. When federal budget cuts forced CSGA to replace government inspectors with third‑party contractors within 18 months, the organization faced slow turnaround times (10–15 days), high postage costs and the risk that growers wouldn’t learn of corrective actions before harvest, threatening certification and farm revenues.
