The Colorado Department of Natural Resources (DNR) manages records across eight divisions and faced a legacy IBM system that lacked a web interface, OCR and workflow automation, making public access and efficient processing difficult. The agency prioritized greater transparency and easier citizen access while also needing a scalable solution to support diverse division needs.

DNR upgraded to Laserfiche Rio and deployed WebLink Public Portal, Web Access, Workflow, custom search interfaces and integrations (notably with ESRI ArcGIS and eForm workflows for the Oil & Gas Conservation Commission). The result: unlimited web access for citizens, streamlined searches and automated intake that saved staff time (about 15 minutes per permit), improved transparency and scalability, and a foundation for cross‑agency data harvesting and future SharePoint integration.
