Community Action Partnership’s Automated Case Management for Low-Income Energy Assistance

The Community Action Partnership of Ramsey and Washington Counties runs one of Minnesota’s largest low‑income home energy assistance programs and was overwhelmed by paper: more than 25,000 active applications in filing cabinets made it difficult for staff to handle thousands of incoming crisis calls and slowed application approvals and audits. Director Catherine Fair identified the need to automate case management to speed response and improve records handling.

The agency implemented Laserfiche to scan documents into a central repository with automated filing, metadata-driven workflows and routing (including expedited queues and auto‑routing for furnace repairs), TIFF archival for long‑term retention, and Windows authentication with named‑user access. As a result, case workers can find applications instantly, prioritize and process urgent cases faster, audits are simpler, sensitive data is better protected, and the agency reduced vendor‑lock risk while improving crisis response.
