State agency takes action to protect youth data, by implementing a secure file sharing solution for confidential files

The Texas Juvenile Justice Department (TJJD) is a state agency of about 2,500 employees that oversees treatment facilities and services for youth across Texas. Because most of its records are highly confidential and new state laws (including Texas Family Code, Chapter 58) require strict protection of juvenile information, TJJD lacked a practical secure file-transfer method: staff resorted to mailing hard copies, burning CDs, or manually encrypting emails. The agency needed a manageable, secure, easy-to-use enterprise solution that would work with external recipients.

TJJD deployed an Accellion physical appliance (via VAR SolidBorder), integrated with Active Directory, so staff could send protected files using familiar credentials and an email-like interface. Adoption expanded rapidly—from 100 to 600 internal licenses—and the system spread from medical services to legal counsel and caseworkers, enabling secure exchanges with parents and outside partners, supporting compliance with state regulations, and eliminating cumbersome manual transfer methods.
