The City of Pleasanton, a full-service Bay Area municipality of about 78,000 residents with 500 year‑round employees and many field workers, struggled to securely exchange very large files across departments and with external partners. Email and FTP proved inefficient and cumbersome, while unsanctioned cloud tools (Shadow IT) risked noncompliance and threatened law‑enforcement data security—issues compounded by mobile staff with limited device storage and a centralized IT team with limited resources.

Pleasanton deployed kiteworks (Accellion) as an on‑premises/private‑cloud file‑sharing platform integrated with SharePoint, giving IT full control over data location, enforcing access controls and activity logging, and preserving chain‑of‑custody for records. The solution replaced FTP, reduced account administration, enabled secure mobile and external collaboration (including SWAT and outside counsel), eliminated Shadow IT, and ensured compliance while boosting field productivity.
