National flood forecasting system and central data hub at Vietnam Meteorological Hydrological Administration

The Vietnam Meteorological Hydrological Administration (VMHA) faced the challenge of replacing its outdated, fragmented systems for flood forecasting with a centralized national solution. Their existing technology consisted of heterogeneous data management systems and forecasting models across numerous regional centers, which relied on uncalibrated data and inefficient manual processes. To overcome this, VMHA partnered with KISTERS to develop a new, integrated forecasting system and data hub.

KISTERS implemented a solution using its WISKI data management architecture and the DELFT-FEWS modeling framework to create a centralized hydro-meteorological database. This system automated data quality control and integrated diverse data sources, enabling efficient, real-time flood forecasting. The result for VMHA was a significant increase in operational effectiveness and efficiency, leading to better-informed decisions, cost savings, and an enhanced capability to reduce casualties through improved flood predictions.
