The Baker School of Public Policy and Public Affairs at the University of Tennessee needed a fair, flexible way to award newly created scholarships beyond grades alone. As a first-time scholarship program, the school wanted a video-based application process that would help identify students who aligned with its values while avoiding extra barriers for applicants.
