The Ministry for Primary Industries (MPI) in New Zealand needed a more user‑friendly, flexible LMS to serve a diverse workforce—from office staff to quarantine officers—and to replace three separate platforms with a single sign‑on solution to cut administration and increase efficiency. MPI sought a system suitable for all ages and technical abilities that would simplify access and delivery of learning across the organisation.

Kineo (with technical implementation by Catalyst) deployed an internally hosted Totara LMS, delivering refreshed UX, SSO integration with Active Directory and RealMe, and HR-driven user provisioning via MPI’s information bus in a two‑phase rollout. The consolidated platform now supports 3,300 users and 300+ courses, recorded 41,000 logins in 12 months, improved consistency and ease of use, streamlined face‑to‑face booking, and reduced administrative overhead through daily HR syncs.
