Kineo, a City & Guilds Group business, partnered with a major UK government department to define a modern leadership and management learning strategy and urgently deliver a branded, scalable LMS and blended-learning offer. Facing budget cuts and an ambitious transformation programme, the department needed quick wins to secure buy-in from a newly empowered leadership team while establishing a sustainable, high-quality learning service and strong brand identity.

Kineo designed and launched a customised Moodle LMS and three e-learning modules within two months, alongside a brand and marketing plan. Over the following three years we developed 250+ blended resources, bespoke site extensions (including classroom management and custom reporting), training, and SLA-backed hosting and support. The portal now has over 40,000 active users and nearly five million hits, becoming the primary learning source for current and aspiring leaders and delivering measurable return on investment in support of the department’s transformation.
