Learning strategy development for Office of the Public Guardian

Kineo partnered with the Office of the Public Guardian (OPG), the UK body that protects the finances of people who lack mental capacity, to tackle rising demand driven by an ageing population and dementia. OPG was undertaking a wide transformation to deliver faster, simpler services and needed a user‑friendly, sustainable approach to digitising learning while addressing technical, cultural and resourcing barriers.

Kineo completed a focused consultation and analysis of learning, technical and resourcing issues, then delivered detailed recommendations—ranging from embracing the 70:20:10 model and a capability framework to fixing e‑learning stability, centralising design, and running a staff engagement campaign. Using MoSCoW prioritisation they produced a clear short‑, medium‑ and long‑term roadmap; the report now guides the creation of a central digital learning library, a flagship e‑learning module and ongoing technical and programme support.
