Improving information management for Inland Revenue New Zealand

Inland Revenue (IR), New Zealand’s tax and social payments department operating across 26 offices, identified information management (IM) as a critical improvement area after a 2013 audit. Staff struggled to find and dispose of information correctly, worked in silos with closed access, and duplicated effort. IR needed an engaging new learning approach to raise IM awareness, ensure compliance with the Public Records Act 2005, and build its Information and Knowledge Management capability.

Kineo helped develop “The Rooms,” a bespoke, story-driven e-learning module using hand-drawn characters, high-end graphics and 3D animation grounded in real staff scenarios. The engaging course changed behaviours—staff moved files to shared drives and reported better practices—garnered strong learner praise and won Gold for Best Behavioural Change Project at the LearnX Awards 2017.
