How VTNZ brought a diverse and disconnected worker community together

Vehicle Testing New Zealand (VTNZ), a Wellington‑based provider of government‑mandated Warrant of Fitness and vehicle inspections and the largest vehicle inspection company in New Zealand (powered by DEKRA), faced a sudden communications and engagement crisis when COVID‑19 lockdowns began in March 2020. With 85 branches and a dispersed workforce — some staff working from home, others still at branches — leadership needed a fast, reliable way to share changing health‑and‑safety guidance, meet training and compliance obligations, and keep morale and connection across the business.

VTNZ implemented a Totara LMS through Kineo and launched “VTNZ TV,” a single dashboard delivering a blended learning strategy with channelized, bite‑size content, MS Teams webinars and internal subject‑matter training. The simple platform drove strong adoption — including a 100% engagement uplift in the most disengaged group — and new reporting highlighted learning gaps that informed revised refresher and manager webinar training, plus blended induction plans for staff for whom English is a second language.
