Changing the Accessibility Mindset with Kaltura REACH and Blackboard Ally

Chico State University, a diverse public campus of over 17,000 students, faced a growing accessibility challenge driven by CSU policy and legal pressure: there was no inventory of instructor-uploaded content, faculty managed remediation ad hoc, and the university had roughly 1.3 TB of video needing captioning—all to be solved on a constrained budget. The LMS had become a “Wild West” of files, making it difficult to measure the scope of the problem or scale remediation efforts.

Chico State implemented Kaltura (including REACH automated captioning and CaptureSpace) integrated with Blackboard Learn and Blackboard Ally to automate captioning, assess course content, and route remediation to the Office of Accessible Technology and Services. The integrated workflow automated captions and accessibility guidance, built a content inventory, and freed faculty from manual steps—resulting in 122 videos captioned in three months (up from 1/month in 2016 to about 9/week in 2017) and a scalable, campuswide accessibility program.
