Small public school district addresses aging infrastructure without tapping capital budget

Manassas City Public Schools, a small public school district serving about 7,600 students in Manassas, VA, needed to modernize aging buildings and infrastructure without draining its capital budget. To address rising facility costs and improve efficiency, the district turned to Johnson Controls and its performance contracting service to identify and fund needed upgrades.

Johnson Controls implemented a performance contract that included lighting, water, building envelope, building automation, boiler controls, air handling unit, and indoor air quality improvements. The project cost $7.13 million and is guaranteed to deliver $8.71 million in savings over 15 years, with nearly $165,000 in savings during installation alone, while also improving learning conditions, reducing emissions, and freeing up capital funds for other district priorities.
